I don't know how often Urban Decay releases a new Book of Shadows, but in the past year they've released 2. The first being the ever sought after Alice In Wonderland palette. The second being the Urban Decay Book of Shadows III - Urban Decay <3 NYC palette.
Like all the UD Book of Shadows, it comes with 16 shadows, 2 mini liners, a mini primer potion all inside an ornately, and somewhat ridiculously, decorated "book". The top flap opens up to a pop-up book scene all arranged around a mirror and the drawer underneath has all the cosmetics in it.
Personally I don't mind it. Especially for the Alice in Wonderland palette, because I thought it only added to the overall mood and visual importance of the movie. For the regular Book of Shadows though, I don't quite know if they need the whole "book". I don't know if the first 2 originally had themes, but this third one is themed after New York, so something visual I guess is nice, but doesn't really add that much to the product itself as a whole. I thought the cover was nice and that's all I really need. I don't need the opening flap. Some people complain that it takes up too much space and it's bulky. I don't really mind that, but I just feels like it goes to waste because I never use the mirror in the palette since I always just use my regular desk mirror.

The shadows come in a pull out drawer, with the eye liners and mini primer potion right next to them. There are 16 in total, and if you have any of the Urban Decay palettes, then you at least have some of these shadows. As far as I can tell, Perversion, Last Call, Midnight Cowboy Rides Again, Maui Wowie and Smog have all been in previous BoS palettes and are all permanent shades in the Urban Decay Collection. According to Temptalia,  Haight and Psychedelic Sister are permanent, but exclusive to Sephora. Uzi is also a permanent shade. Also according to Temptalia, Snatch was in the Show Pony palette, but I have no idea what that is. 
If you have any of the previous BoS palettes or the Naked Palette, then you have Zero 24/7 Liner and a mini Primer Potion.
What this basically comes down to is that you're paying $54 for 8 exclusive eye shadows and an eyeliner (if you don't already have it). Still, it's an amazing deal because it comes down to about $6 per item, if you're excluding all the things you already have or can get elsewhere. If you don't have any of these products already, then you're paying next to nothing for each of the items in the palette, which makes it such a great deal.
The shadows are all very pigmented and amazingly soft. Almost too soft. I nicked one of the shadows while photographing and I barely touched it. The two liners are both very good - it's hard to go wrong with the 24/7 liners since they're very creamy but stay on all day. Zero is a black, and Ransom is a nice purple with a blue sheen to it. And Primer Potion is something you can't really get enough of, especially in the mini size.

Again, the eye shadows are all very soft, and very pigmented. They're smaller than the individually sold eye shadows by Urban Decay but who actually goes through eye shadows that quickly for it to make that much of a difference? Not me anyways.
I have this feeling that the majority of Urban Decay's shadows aren't matte. They have a good amount of shimmer, frost and glitter shades, and the only matte colors I have from them are 2 from the Naked Palette. That's 2 out of the 44 shadows I have from Urban Decay - that's 2 BoS and the Naked Palette (even though some are duplicate colors). If you compare it to a brand like Mac, which is in my opinion like the "control" in any comparison because it's basically the standard in the makeup community, then Urban Decay's selection of finishes within their shadow line is rather poor. Given that this is based off a feeling alone, you shouldn't take me that seriously but the presence of matte/different finishes within the Mac line is much more evident than in the Urban Decay shadow line. 
Anyways, one can't be that picky because if you're buying this palette, you get so much stuff for so little money that it's sort of ridiculous.

Perversion is an almost matte almost black eye shadow. It's like a very dark charcoal gray with the slightest shimmer in it. Think satin finish. I looked on the Urban Decay website and it's not sold individually (or at least it's not there right now) but it was in the BoS I and BoS II.

Uzi is a shimmery white with a white/silver glitter in it. It's on the chunkier side, but doesn't chunk off, or isn't difficult to use. It's like a way better version of a lustre finish by Mac. The glitter can cause some fall out though. This is a permanent shade. As a side note, the swatches of the polishes on the Urban Decay website are all pretty good.

Loaded is a smokey, dark teal. When swatched it looks more of a dark and uber pigmented version of Club by Mac. This has more of a black base then a red-brown base though. The green-teal sheen definitely pops against it and is very evident when you wear it.

Kush is a brighter almost lime green with a silver shimmer which makes it slightly cooler. It seems like a unique color but it really isn't. There are plenty of brands that make a color like this, and almost as pigmented. It's one of the really soft colors too.

Midnight Cowboy Rides Again is one of those colors that's sort of everywhere. It's a super neutral pinky champagne with glitter in it. It's been in all of the BoS and it's one of Urban Decay's favorite color to make in every medium. It has quite a bit of fall out. The glitter in it goes everywhere. The color itself is pretty but the glitter makes it a pain. The good thing is so many brands make a color like this one (without the glitter) as well that it's so easy to find a color like this in different brands.

Last Call is another that Urban Decay really likes to release, all the time. It's a frosty cranberry color. Close to Mac's Cranberry but a little pinker, a little lighter and a little frostier.

Rockstar is a frosty bruised plum color. It's one of the softest and smoothest colors and is also very very pigmented. Apparently they make a Rockstar 24/7 liner, but otherwise the color is exclusive to this palette. If I didn't specify if it was permanent, then it's exclusive by the way.

Money is a green tinted warm gray color. Basically if you took a US dollar (and don't do this by the way... it's illegal) and pulped it up like paper maché, then the color of the pulp would be the color of this shadow. There's a weird blue tint on the picture but it's not like that in real life. It's got the slightest, almost glittery look to it because it's shimmer is so shiny. Definitely would look super pretty layered over different colored bases.

Midnight Cowboy Rides Again, Last Call, Rockstar, Money

Haight is a frosty aqua color. I think I really gravitate towards this color just because it's called Haight (pronounced "hate"), and I assume it's named after the famous street in San Francisco. It's one of the softer ones. It doesn't need to be packed on very heavily to get a good color either. The frost isn't that intense either.

Maui Wowie is a less pink version of Midnight Cowboy Rides Again. Instead of a hint of pink, it's gold. There's also a glitter in it so that can also fallout but it's not as bad as MCRA. This is a permanent shade.

Smog is another neutral that's permanent. It's in the Naked palette as well. It's close to Woodwinked by Mac in base color. The frost is different though. This one is less warm and less gold. This one is more of a bronze. Great for the lid.

Bordello is a slightly figgy flesh color. It's another frost with glitter. This isn't a color that I reach for very often because it's one of those colors that is the color that your eyes get after you rub them a bunch. If it were slightly purpler then it'd be so much better. The shimmer and glitter is pretty but also doesn't help enough for me to use it enough.

Haight, Maui Wowie, Smog, Bordello

Radium is an exclusive shade. It's a shimmer. It's a mid tone blue. Sort of the same color as the blue cover in the new iPad 2 ads lol. Or the blue the iTunes icon is on my compueter. The weird spot of glitter in the middle doesn't belong there, by the way. I forgot to swatch this after I took photos so there was residual shadow from a slightly dirty finger. Which makes me sad :(

Snatch is a peachy rose gold. It's one of the softest shadows in the palette, hence the nick in the middle. Very frosty. It'd be great on blue eyes. Not a color that I reach for often though because it's not really my sort of pink color.

Suspect is a slightly gray taupe brown. It's not as frosty as all the others. It's only slightly shimmery. It's decently pigmented but not the most special color.

Psychedelic Sister is a dark lavender color with a frost to it. It's supposed to be exclusive to the palette but I saw it individually sold on Urban Decay's website. The base is slightly redder but there's a more blue shimmer shot through it. Pretty pigmented. It reminds me a lot of Fashion Groupie by Mac.

The other 3 products in the BoS is a mini primer potion, which is Urban Decay's eye shadow primer. They have a bunch of different types of primer now but this is just the original. It dries transparent. It has a very good lasting time and it doesn't make shadows more difficult to blend. It's not overly sticky either.
The BoS always comes with two mini liners and one is always Zero, which is a black. The other this time was Ransom which is a nice mid tone purple with a blue sheen. 
The 24/7 liners are all very creamy and last a long time. I like to use the colored liners as bases in some eye looks because it doesn't budge at all and can help amp up colors.
